Moore, especially in the period before the First World War when he and Russell were closest. In a (...) series of important publications, she has transformed our knowledge of the early Moore, making full use of his papers, now in the Cambridge University Library after many years in private hands. Of these, the most important, at least for Russell scholars, was the publication of Moore’s two Fellowship dissertations, which she edited with Thomas Baldwin,1 for it was with the second of these that Moore broke free from neo-Hegelianism and took Russell with him. Preti now follows this up with an extensive and detailed account of the dissertations’ intellectual background.Moore submitted two dissertations—both called “The Metaphysical Basis of Ethics”—in an attempt to win a six-year Trinity College Prize Fellowship. The first, in 1897, like most first attempts at a Trinity Prize Fellowship, failed; but the second, the following year, was successful. In his autobiography Moore famously said that he didn’t think “the world or the sciences would ever have suggested to me any philosophical problems. What has suggested philosophical problems to me is things which other philosophers have said about the world [End Page 86] and the sciences.”2 Accordingly, his first dissertation was “an attempt to make sense” of Kant’s “extremely mysterious assertions” about freedom and the second an attempt “to see clearly what Kant meant” by the “very mystifying manner” in which he used the word “reason”.3 This may seem a long way from the metaphysical basis of ethics, but the concept of will was central to Kant’s ethics, so it was natural to inquire in what sense, if any, an action could be said to be freely willed and this in turn to the distinction between actions which were caused and those which were undertaken for a reason.As Moore admits in the preface to the first dissertation, he had not had time to complete it as he intended. As it stands, it consists of a longish introduction, a single very long chapter on “Freedom, with special reference to Kant”,4 and an appendix on Sidgwick’s hedonism. Almost all this material reappears in the second dissertation, but the long chapter was there divided into two, separating Moore’s treatment of Kant from his own views on freedom. (Both Sidgwick and Edward Caird, his examiners in 1897, had complained that it was not easy to tell when he was interpreting Kant and when he was giving his own views.)5 The appendix on Sidgwick’s hedonism is joined by a new one on the dating of Kant’s ethical writings. (Caird had complained that he had not paid enough attention to this in the 1897 dissertation.) There is a new introduction and a brief concluding chapter directly on Kant’s ethics. But, most importantly, Moore opened the 1898 dissertation with two wholly new chapters: “On the meaning of ‘Reason’ in Kant” and “Reason”. It was the second of these, the bulk of which Moore published in Mind in 1899 under the title “The Nature of Judgment”, that inaugurated the revolution in philosophy associated with his name and Russell’s.Preti doesn’t get to this part of the story until her fourth and final chapter. Most of her book is taken up with a wide-ranging and detailed back-story to the dissertations and she begins, reasonably enough, with what has become known (even in English) as the Psychologismusstreit: the quarrel about psychologism. Psychologism was a doctrine defined to be false: an inappropriate appeal to psychological elements in constructing a philosophical position. The paper traces the development of Russell’s thinking about relations in 1898. Central to the story is what Russell called “the contradiction of relativity” which he thought to be endemic in the mathematical sciences. Through most of the year he tried to deal with it within the constraints of the neo-Hegelian doctrine of internal relations until, towards the end of the year, he abandoned the doctrine and with it neo-Hegelianism. In debates over the regulation of communication related to dual-use research, the risks that such communication creates must be weighed against against the value of scientific autonomy. The censorship of such communication seems justifiable in certain cases, given the potentially catastrophic applications of some dual-use research. This conclusion however, gives rise to another kind of danger: that regulators will use overly simplistic cost-benefit analysis to rationalize excessive regulation of scientific research. In response to this, we show how institutional design principles (...) and normative frameworks from free speech theory can be used to help extend the argument for regulating dangerous dual-use research beyond overly simplistic cost-benefit reasoning, but without reverting to an implausibly absolutist view of scientific autonomy. A recent controversy over the US National Science Advisory Board for Biosecurity's recommendation to censor two publications on genetically modified H5N1 avian influenza has generated concern over the threat to scientific freedom such censorship presents. In this paper, I argue that in the case of these studies, appeals to scientific freedom are not sufficient to motivate a rejection of censorship. I then use this conclusion to draw broader concerns about the ethics of dual-use research.

In this article, we raise ethical concerns about the potential misuse of open-source biology : biological research and development that progresses through an organisational model of radical openness, deskilling, and innovation. We compare this organisational structure to that of the open-source software model, and detail salient ethical implications of this model. We demonstrate that OSB, in virtue of its commitment to openness, may be resistant to governance attempts.

Debates about dual-use research often turn on the potential for scientific research to be used to benefit or harm humanity. This dual-use potential is conventionally understood as the product of the magnitude of the harms and benefits of dual-use research, multiplied by their likelihood. This account, however, neglects important social aspects of the use of science and technology. In this paper, I supplement existing conceptions of dual-use potential to account for the social context of dual-use research. So-called ‘gain-of-function’ (GOF) research is virological research that results in a virus substantially more virulent or transmissible than its wild antecedent. GOF research has been subject to ethical analysis in the past, but the methods of GOF research have to date been underexamined by philosophers in these analyses. Here, we examine the typical animal used in influenza GOF experiments, the ferret, and show how despite its longstanding use, it does not easily satisfy the desirable criteria for an _animal model_. We (...) then discuss the limitations of the ferret model, and how those epistemic limitations bear on ethical and policy questions around the risks and benefits of GOF research. We conclude with a reflection on how philosophy of science can contribute to ethical and policy debates around the risks, benefits and relative priority of life sciences research. (shrink)

Most regard toleration as an unattractive fallback position of compromise and so tend to overlook it in favor of such active concepts as freedom, equality, and justice. Fotion and Elfstrom argue that toleration offers us the useful possibility of responding to a difficult situation with a degree of flexibility not possible with the dichotomous concepts of good-bad, right-wrong, ethical-unethical, Right-Left. Tolerating saturates ordinary human life and infuses public discussions of religion, morality, and politics. It forms a major strand in the (...) history of Western European thought. Yet the word “toleration” and similar terms are rarely used. Unnoticed and unremarked, they are like the air that surrounds us, vitally important yet invisible. The authors seek to address this oversight in several ways. They begin with a thorough conceptual analysis of toleration and its kindred concepts. They are convinced that an appreciation of the importance of the family of toleration concepts must be founded on an understanding of the various ways in which they function in our language and our lives. In addition, they examine the historical development of the concept of toleration and canvass the major arguments people have employed either to urge toleration or to disparage it. They examine the role of toleration in liberal political philosophy and respond to the major critics of liberal toleration. The authors also discuss a number of factors that cause toleration to be overlooked in political debate and personal reflection and offer evidence to support the view that this omission is unfortunate. In particular, they argue that toleration has the crucial role of helping people live with one another with respect and dignity in the fractious and contentious world we inhabit. With the rise of racism and other forms of religious, political, and social intolerance, people on all sides of the present debates concerning multi-culturalism and diversity will benefit from this timely and lucidly argued philosophical discussion of the concepts of toleration and its possible application in a less-than-perfect world. Hardy’s paradox was originally presented as a demonstration, without inequalities, of the incompatibility between quantum mechanics and the hypothesis of local causality. Equipped with newly developed tools that allow for a quantitative assessment of realism, here we revisit Hardy’s paradox and argue that nonlocal causality is not mandatory for its solution; quantum irrealism suffices.

We argue that the concept of a control variable (CV) as described by Feldman and Levin needs to be revised because it does not account for the influence of sensory feedback from the periphery. We provide evidence from the realm of rhythmic movements that sensory feedback can permanently alter the frequency and phase of a centrally generated rhythm.

This dual methods study explored one social studies teacher education program as it attempted to incorporate a cycle of practice-based teacher education into a methods course for the purpose of democratizing the teacher education experience. In addition to detailing the pedagogical decisions of the course instructor, researchers followed two social studies teacher candidates into their student teaching experience. Findings suggested that promoting social studies practice through a pedagogy of enactment is not enough. Rather than treating them as discrete and incommensurable ideas, we sketch some connections between human flourishing and human dignity, and link them to human rights. We contend that the metaphor of flourishing provides an illuminating aspirational framework for thinking about human development and obligations, and that the idea of human dignity is a critical element within that discussion. We conclude with some suggestions as to how these conceptions of human dignity and human flourishing might underpin and inform appeals to human (...) rights. (shrink)

In this paper, I will discuss the responsibilities that scientists have for ensuring their work is interpreted correctly. I will argue that there are three good reasons for scientists to work to ensure the appropriate communication of their findings. First, I will argue that scientists have a general obligation to ensure scientific research is communicated properly based on the vulnerability of others to the misrepresentation of their work. Second, I will argue that scientists have a special obligation to do so (...) because of the power we as a society invest in them as specialists and professionals. Finally, I will argue that scientists ought to ensure their work is interpreted correctly based on prudential, self-interested considerations. Modern warfare has shifted from the traditional conception of states involved in self-defensive wars to include peacekeeping missions, humanitarian intervention, regional stabilisation in the face of natural disasters, and more. A central criterion from just war traditions is the probability of success—given the magnitude of harms that large military operations are expected to cause; there must be some likelihood that the military operation will be successful. However, how likely a given military operation will be is dependent, in part at least, (...) on the capacities of those acting in the given military operation. Our paper shows that the capacities of those involved in a military action bear upon the likelihood of that operation being successful. A central goal of this paper is to argue for the recognition of the training of soldiers as a moral requirement for the just war. (shrink)

Certified nursing assistants (CNAs) provide the majority of direct care to nursing home residents in the United States and, therefore, are keys to ensuring optimal health outcomes for this frail older adult population. These diverse direct care workers, however, are often not recognized for their important contributions to older adult care and are subjected to poor working conditions. It is probable that social‐based discrimination lies at the core of poor treatment toward CNAs. This review uses perspectives from critical social theory (...) to explore the phenomenon of social‐based discrimination toward CNAs that may originate from social order, power, and culture. Understanding manifestations of social‐based discrimination in nursing homes is critical to creating solutions for severe disparity problems among perceived lower‐class workers and subsequently improving resident care delivery. Glioblastoma is a brain tumor condition marked by rapid neurological and clinical demise, resulting in disproportionate disability for those affected. Caring for this group of patients is complex, intense, multidisciplinary in nature, and fraught with the need for expensive treatments, surveillance imaging, physician follow-up, and rehabilitative, psychological, and social support interventions. Few of these patients return to the workforce for any meaningful time frame, and because of the enormity of the financial burden that patients, their caregivers, and society face, utilization (...) reviews become the focus of ethical scrutiny. While primary malignant brain tumors account for only two percent of all adult cancers, these neoplasms cause a disproportionate amount of cancer-related disabilities and death. The five-year survival rates for brain tumors are the third lowest among all types of cancer. Malignant gliomas comprise the most common types of primary central nervous system tumors and have a combined incidence of five to eight cases per 100,000 people. The median survival rate of conservatively treated patients with malignant gliomas is 14 weeks; (...) with surgical resection alone, 20 weeks; with surgery and radiation, 36 weeks; and with the addition of newer biochemotherapies such as temozolomide and bevacizumab, upward of 14-18 months.The profound cost of caring for terminally ill patients with primary malignant brain tumors raises ethical considerations for the American public; the stewardship of health care dollars for the population at large maintains a juxtaposed tension against a dynamic, necessary balance of hope, care, rehabilitation and research efforts for affected patients and their advocates.
